[Feature] Choose which Web Apps will be available to users depending on the hosting plan

Describe the feature or change in detail

I want to control which apps can the user install via installer.
Maybe some checkboxes in the plan config section or even a comma separated list in a textarea could be enough.

For instance:

• I may want to give only one wiki option instead of two.
• I may want to remove nextcloud since it wont be used by a majority of users
• I may want to remove an app because it is a free alternative to a solution my company provides.
