[Bug]Windows version Duplicate reports for multiple administrator switching logins

Steps to reproduce

1. Login to account A
2. Start a program that requires Internet access
   3.Allow this program to network in simplewall
3. Switch to another administrator account

Expected behavior

I don't think there will be another reminder after clicking allow once

Of course, I don't know if this was done for security reasons or not

Actual behavior

Pop-up alerts for every account
