Emails received are delayed

I m running haraka server and it only receives emails. I get 50+ emails/sec on my server. Some emails are being delayed and are received in 10 or 5 min how can I raise this limit using this plugin to 5000 emails/sec.
I m confused if this plugin is for inbound or outbound specific
