Prepare English Syntax doc

Translate Chinese syntax doc into english and put it into /doc folder

Seems the english one is gone. Is it somewhere else linkable, or is it a dead effort? If it's the latter, perhaps we should close this issue?

I don't think there was any content in https://g0v.hackpad.com/Hackfoldr-2.0-syntax
it should be just a empty doc to preserve namespace.

welcome to create one in /docs folder (and as well as move Chinese doc into the folder)
