Plugin testing is not working

When creating the list of plugins, the AdminPluginsHandler is supposed to do run Utils::php_check_file_syntax() to perform an eval and grab syntax errors and display them afterwards. Instead, even simple syntax errors like "fnction" are not caught and break the page.
