Support Table of Contents (ToC) for the new elements. For now this can just mean support for the first level of headings, even if some elements, like timeline, include subheadings. This means we can use the existing ToC design.

A minor addition, and no idea if supported within li, but if possible, could we support automatic anchor links to individual key takeaways?
