SetNonControlledTemplateParameterIds() not working as intended

Hello,
I'm using Revit Api 2021.1. Taking about SetNonControlledTemplateParameterIds(ElementId) for a view template according to my understanding the list of prameter ids that passed through the method is set to be Not included in other meaning not controlled by the view template.
What is happening that it sets the list of parameter ids to be controlled by the view templated (means Included ).
if this was the objective of the method then how can we set properties to be not included ?
