[CI] [Feature] Run script to refresh CAPABILITIES.md when updates are made to SDK versions, capabilities

#2197 Added a new script to our repo that will generate a Capabilities matrix, showing the default and latest version for all of our officially supported SDKs, and the features that they each support.

A useful enhancement would be to add a job to our CI workflow that will automatically run this script anytime there is a new update detected in the JSON files in packages/shared/src/sdk-versioning/sdk-versions, and commit the updated CAPABILITIES.md file.
