What happened?

When I use t v to set timerange on some dashboard, then it shows default timerange after refresh

What did you expect to happen?

It should not change timerange after refresh

Did this work before?

No

How do we reproduce it?

  1. Open https://play.grafana.org/d/ddgxvf0mmz1fkf/5-release-info
  2. press t a
  3. press t c
  4. Open https://play.grafana.org/d/ddgxvf0mmz1fkf/5-release-info again
  5. press t v
  6. refresh

Is the bug inside a dashboard panel?

It is not related to particular dashboard, it happens in all of them.

Environment (with versions)?

Grafana: Grafana v11.1.0-69622 (a201972)
OS: Ubuntu 22
Browser: Chrome Version 123.0.6312.122 (Official Build) (64-bit)

Grafana platform?

Kubernetes

Timerange copy generates `from` and `to` properties that look like `2001-04-03T03:02:09.010Z`, which was previously not supported.

fix grafana#86969
