v2: Does not remove the attached volume to which the server deletion.

cinder backend ceph
other component is normal

reproduce

1. create server (with device)
2. create empty volume
3. attach volume (before server status active)
4. server status active
5. delete server (not dettach volume)
6. volume error

volume status in-use but already delete instance(attached)

that volume can't remove

delete function need check and dettach resource
