Docker build command fails to find image stored on GCS #35

Cloning the repo fresh and building from Dockerfile threw:

error pulling image configuration: Get https://storage.googleapis.com/artifacts.google-appengine.appspot.com/containers/images/sha256:6b9502deb56602a5daacd0bfb524d10fffc86e2aa4dc57e7f137d16640b9f4e9: dial tcp 172.217.12.144:443: i/o timeout

Has the file been removed from google cloud storage?
