With #78 we will be able to handle cross references that are contained for within a library. However since there are no cross references to another Cloud library, scoping handling of other libraries and other non-Cloud libraries in this issue.

If there are Cloud libraries that cross reference to other Cloud libraries, first phase will be to handle that.

When we add in support for non-Cloud libraries, we will need to handle those as well.
