The BigQuery Storage API accepts a row_restriction parameter. It'd be nice to be able to plumb that through to the API. See: https://cloud.google.com/bigquery/docs/reference/storage/rpc/google.cloud.bigquery.storage.v1#google.cloud.bigquery.storage.v1.ReadSession.TableReadOptions.FIELDS.string.google.cloud.bigquery.storage.v1.ReadSession.TableReadOptions.row_restriction

For related work, see "filters" in pandas read_parquet: https://pandas.pydata.org/docs/reference/api/pandas.read_parquet.html
