For instance, #212 shows as mergeable even while Kokoro is running -- no build steps are marked as required.

See this repo's config, compared to e.g., the python-automl config.

I believe #241 was intended to normalize that file. However, I'm afraid I don't understand how status checks are being enforced after that PR merged. @busunkim96 can you comment?
