Is your feature request related to a problem? Please describe.
In #438 a user asked about whether this library supports decompressive transcoding. The answer to that is currently no.

Describe the solution you'd like
It would be nice to add an option for this.

Additional context
Depends on googleapis/java-storage#321 being implemented.
