The google-reauth-python library was created to add 2FA ("reauth") support for oauth2client. Since oauth2client is deprecated in favor of this library, the latter needs feature parity (which includes support for reauth) with oauth2client before it's feasible for tools like gsutil and bq to move off of oauth2client.
