The task is to make a Python script for generating SVG visualization of cell layout from GDS files.

There is an existing script at https://foss-eda-tools.googlesource.com/skywater-pdk-audit/+/refs/heads/master/gds_to_svg.py which just needs to be cleaned up and open sourced.
