Based on the preprocess() code, it looks like it needs the input range to be [-1, 1].
However, based on a colab example load_video(), it processes the video to be within [0, 1].
So which one is correct? Both is loading from https://tfhub.dev/deepmind/i3d-kinetics-400/1
