Can't build non-GPU docker either #349

I put in an issue that the GPG sig for nvidia is outdated and I couldn't build the docker image.

Now I just tried the non-gpu with docker build --build-arg DOCKER_BASE=ubuntu:20.04 . -t gfootball, but I get this error:

Sigh. So much for docker just bundling things up and everything working. I'm not doing anything weird here.

What should I do?
