Issue description

ERROR: Can't open dynamic library: E:/GDProject/project/bin/libgdgamecore.windows.template_debug.x86_64.dll. Error: Error 5: 拒绝访问。.
ERROR: Can't open GDExtension dynamic library: 'res://Bin/gamecore.gdextension'.

Steps to reproduce

Build the gdextension dll，then open the project，the error will happened

Testing has found that if a header file contains a header file that includes<godot_cpp/variant/string_name. hpp>, this issue may occur

I was having this error, and related to String/StringName as well. Having a String or StringName variable defined outside of a class seems to cause this issue. The error will occur with const and regular Strings. In your project the file "cplugin\Common\Strings.h" has static const SName SName_None("None"). Does the error go away when you remove this line?

I find that calling godot memnew in a static variable can also cause this problem
