Detailed Description

While generating a new certificate in a container, the "onlyReturnExisting" (RFC 8555) option for CLI could be specified to not create a new account if one does not already exist. It would be very useful due to the higher complexity of account management, e.g., a user would have many keys if an account key was missing at the time of this generation.
