Steps To reproduce

1. Proceed with usual installation instruction.
2. Populated with database details.

However, after the database, the connection timed out (below image) and had the subject error.

I'm using XAMPP for Windows 8.2.12.
I already tried to use older version of xampp and GLPI, but i'm having the same subject error.
Kindly assist.
