Adding date to case/log file when whistleblower has read an update in the case #4068

Proposal

I've just been downloading a couple of cases for further processing, and I noticed, that the downloaded case does not contain any information showing, that the whistleblower actually had seen the two updates to the case. I will suggest that either an indicator showing the whistleblower has seen the update or the actual last access to the case is shown

Motivation and context

The motivation for adding this indicator is to document if a whistleblower actually has read the updates.

This could be very relevant in cases, that are being sent to court
