CloudAMQP has two kinds of plans, shared (the free or first paid tier) and dedicated (everything else). Upgrading from shared to dedicated is not allowed.

This could be resolved by recreating the CloudAMQP plan every time it is changed, at the cost of dropping anything in the queue.
