Savepoints in softdeleted forms that are redownloaded

Problem description

Following the conversation in #6049 about the unncessary savepoint for softdeleted forms which are downloaded again like in scenario nr 2.
2 similar scenarios:
1. I create a savepoint, delete the form, add the same form again - go to start new form, open the form -> there's no savepoint
2. I create a savepoint of a form which has a saved draft, delete the form, add the same form again - go to start new form, open the form -> there's a savepoint (cause there was a softdelete but the user doesn't know about it)

Expected behavior

There shouldn't be a savepoint in scenario nr 2
