Problem description

Forms are not being auto sent after restoring connection that matches auto send setting

Steps to reproduce the problem

  1. Turn on cellular
  2. Turn off wifi
  3. Go to settings > form management
  4. Set auto send to Wifi only
  5. Finalize any form
  6. Enable wifi

Expected behavior

After restoring connection that matches auto send setting, forms should be sent
