Padding around QR code popover

Problem description

When I click "See code" on the App Users page, I see padding/background above and below the "Client Configuration Code" popover. I see it when I view either the managed QR code or the legacy QR code. There shouldn't be padding above the panel title. On the bottom, it's almost as if there are two borders, which isn't right.
