Metadata and data sections of the submission table get progressively more misaligned

Problem description

As a user infinite-scrolls, the two sides of the table get more and more offset vertically.

Steps to reproduce the problem

Scroll down in a submission table, notice that rows on the right side are slightly taller and that this compounds as you get lower and lower in the table.

Expected behavior

Left and right sides are always vertically aligned.
