replace installation for shapely, fiona (not sure if it works. needs testing)
fiona installation was wonky (not sure about anyone else)

Need to look into geopanda: http://geopandas.org/io.html
Looks like they can handle it for us: http://geopandas.org/io.html#reading-and-writing-files
