Some installed headers depend on non-installed headers

Describe the bug
Some public headers (e.g., geopm_debug.hpp and Profile.hpp) depend on non-public headers (e.g., config.h)

Expected behavior
It should be possible to import any public GEOPM header from an installed version of the libraries without depending on the source tree.

Actual behavior
Some installed headers depend on non-installed headers.
