PyVQ new functions (moment rate etc.)

Create a moving average plot of the moment rate during a simulation.
Create a moving average plot of the earthquake rate during a simulation.

Plot the input slip rate (fault-averaged) as a function of the overall earthquake slip rate = (total EQ slip)/(total sim time). The main work here would be averaging the slip over all elements in the fault.
