Formulation is specifying time integration formulation (implicit, explicit, imex) not physics (quasistatic or dynamic), so use appropriate ENUM.

We should also change formulation to something more descriptive like tsFormulation that directly corresponds to what IMPLICIT, EXPLICIT and IMEX mean.
