case sensitive checkbox as no effect in Search Place

Use Case

• from Welcome page, select Place/Surname, that reports first url and image
  http://localhost:2317/testbasefusionnee_w?lang=en&pz=michel&nz=normand&ocz=1&m=PPS&bi=on&ba=on&ma=on&de=on&bu=on
  
• if query the 'Al' string with Case sensitive checkbox set, then I obtain not case sensitive output as reported here
  http://localhost:2317/testbasefusionnee_w?m=PPS&lang=en&k=Al&bi=on&ba=on&ma=on&de=on&bu=on&all=on&lower=on&max_rlm_nbr=
  

Test was done on with last geneweb/master branch cid c62d4e5

note that if I do same Al query string without checkbox, then I have same expected 4 countries as last image but with url
