Make installation timeout configurable

Hi,

there were two pull requests regarding a configurable installation timeout. I ran into the same problem today and found several pull requests that have been closed without merge:

• [FIX] increase install timeout #218
• feat: add gitlab_install_async_timeout var to prevent gitlab install from failing w/ gitlab.rb #201
• Increase gitlab installation timeout #200
  and another issue regarding this: Installation of GitLab package can timeout #199

@geerlingguy Are you still actively maintaining this project, or should we investigate another fork? If this is still maintained, could we try to merge the functionality another time?
