Add translated DWC vocabulary values to vocabulary definitions

Via Crowdin, translations of Darwin Core vocabularies are now appearing in

• https://github.com/tdwg/rs.tdwg.org/blob/master/terms/terms-translations.csv
• https://github.com/tdwg/rs.tdwg.org/blob/master/establishmentMeans/establishmentMeans-translations.csv
• https://github.com/tdwg/rs.tdwg.org/blob/master/degreeOfEstablishment/degreeOfEstablishment-translations.csv

These can be added to https://github.com/gbif/rs.gbif.org/blob/master/vocabulary/dwc/establishment_means_2022-02-02.xml (etc) without making a new version — the issue date needs to be updated, and we should ensure no other changes creep in. As far as I know, these files were generated by hand. (The core/extension DWC files are generated with this script.)
