[Enhancement] backup-restore should take action if learner found to be unstarted for long time. #577

Feature (What you would like to be added):
Backup-restore is currently able to detect that a learner is already present in a cluster but it should also check whether the learner is started or unstarted, if learner found to be unstarted for long time then it should try to find the reason of why learner is unstarted and should take appropriate/necessary action.
