Update python-ldap recipe to use OpenSSL 1.1 #47

The OpenSSL 1.0.2 series will not be supported after 2019-12-31.

Unfortunately, OpenSSL 1.1.1's build process requires Perl 5.10, which isn't available in the manylinux1 image, so we first need to switch to build manylinux2010 wheels. galaxyproject/starforge#230
