mysqlclient wheel is missing

It seems that the MySQL-python is missing, which cases problems during the installation of conditional-requirements.

Alternatively, we could remove it from:
https://github.com/galaxyproject/galaxy/blob/dev/lib/galaxy/dependencies/conditional-requirements.txt#L4

We don't want wheels for MySQL. It's on PyPI though.

It's dead, though, so we might want to consider changing that conditional dependency to one of the other supported drivers.

@natefoo Should we then change https://github.com/galaxyproject/galaxy/blob/dev/lib/galaxy/dependencies/conditional-requirements.txt#L4 and https://github.com/galaxyproject/galaxy/blob/dev/lib/galaxy/dependencies/__init__.py#L93 to use mysqlclient ?
