Exception: Must specify user submit parameter with this manager.

Hi,
I'm trying to implement a Pulsar+SLURM deployment of Galaxy. When launching a job I get the following error:

The documentation does not makes reference to how configure the user submit parameter so the error is not very clear in terms of the solution for it.

Any help is appreciated.
