✨ : Stacks view

Great project,
very a good starting point to have a UI based approach to terraform.

Looking at stacks view would be nice to:

• being able to create a stack from multiple modules
• have a project/folder structure
• have search/filtering bar
• OPA integration for rule evaluation (who can create the stack/restart/etc..)

Thanks for opening this issue.

Search/filtering of modules is already in the todo : #116
Detailed RBAC user roles has been proposed in #721
I've already thought of OPA integration but for enforcing policies before applying a stack.
Project/Folder structure is not planned, I'll think of it when I have some time.
