Improve sidebar filtering

Populating the sidebar uses a bunch of ad hoc filtering that can break easily (e.g. Violla was being included with interns because her position included the word "internal"). It would be better to programmatically build those. Perhaps just by adding a tag to the member record that defines which category they are, or by templating sidebar categories.
