#481 added the file https://github.com/frab/frab/blob/master/public/system/event_attachments/attachments/.htaccess
but public/system is excluded by https://github.com/frab/frab/blob/master/.dockerignore

perhaps it should be excluded from dockerignore?
On the other hand - I'm not sure how this works since public is a "volume" in the dockerfile. Would the file be copied by the COPY command?
