FrOST Frequency Domain DRC Library Block

The current implementation of frequency domain dynamic range compression validation should be finished. This includes ensuring the gain values in the gain table are multiplied by the appropriate frequency band and verifying the linear-to-decibel conversion is correct for the expected input range. Further, the gain calculation for the gain table should be updated to openMHA's method. Once this is finished, the DRC algorithm should be converted into a FrOST library block.
