Strangely missing options for "migrate" command?

Which version and edition of Flyway are you using?

9.22.3 Community Edition

What did you expect to see?

According to the Flyway documentation the
this configuration option:

flyway.ignoreMigrationPatterns=repeatable:missing

will only apply to validate and repair commands, but not migrate. Why?

We are having issue when several developers are working off feature branches in Git and end up invalidating each other's migration because the migrate command keeps taking action against migrations recorded in the history table not seen in the feature branch. If the option was available for migrate, I do not think we would have had such issues?
