Improved translation percentage calculation process

@greyli @vlevieux @mmdbalkhi Coordinators, and @Abdur-rahmaanJ I have created a small repo that calculates the translation process of the organization's repositories, the new calculation method is much more accurate. The thing is that the repo renders badges that show the translation percentage of the repo, personally I feel this is important information that should be shown, so new contributors will have a more accurate view of the progress being made.

The information generated by the repo is also used on the Translations page of the FlaskCWG site.

The workflow file is a bit rough haha, the action I used had some limitations, so contributions are welcome.
