On the Show Resource page (and others), the Policies, Activities, etc push the Delete action below the fold.

It would be more intuitive to see it in the same card as the Resource details, perhaps at the bottom.

Deleting entities is a rare action so I think it's better to leave it where it is now. Otherwise, we will have a big red button that always distracts you but is never needed on the first scroll.
