Section 3.15 on DRAND Network Specification currently includes a list of TODO items, which needs to be replaced either by text or by a link to DRAND docs.

IMO, not all of the items in the current TODO list belong to the FIL Specs, but some discussion around percentage of nodes needed in the DRAND network in order to produce randomness would complement nicely the "outage" section just above.
