Request from Philippines team to only show DesObjectName where ObjectType = Cultural.

Check if this is a problem for the Benin team.

updated h2i_conditions to redact where DesObjectType is not 'cultural' changes

also added 'if_logic1' column to accommodate 'IS' vs 'IS NOT' conditions... Do those make sense?

to do:

make it make sense
document which terms can be used & how in 'if_logic1' column of the mapping csv
