Stellar altcoin plugin and wallet environment

Is your feature request related to a problem? Please describe.
No support for Stellar in wallet.

Describe the solution you'd like
Initial classes and entry points for integrating Stellar accounts into FiberCrypto wallet.

Possible implementation

  • Initial implementation of Stellar altcoin plugin
  • Find out about popular Stellar software wallets
  • Implement wallet environment (and storage) compatible with popular wallet file formats
  • Not implemented placeholders for the other main classes
