背景
很多使用 FeelUOwn 的用户都会使用代理，其中又有一部分会开启全局代理，如果代理是在非中国地区，那么访问资源的速度则会很慢，甚至访问失败。 FeelUOwn 可以做两件事情

如果使用了代理，给用户一些提示
给用户一种关闭代理的方法（可选，可能没有必要）
